That's the one Toho has always gone with, and the one the '98 American disaster went with as well. But Legendary has gone a different route, with Godzilla being a creature that has laid dormant for millions of years (having actually roamed the Earth when it was far more radioactive - hence his and the Mutos need for radiation). The nuclear tests in this origin were actually a feeble attempt to actually kill Godzilla, which failed.
