This was covered in an episode of Pop Fiction (from GameTrailers). Sheng Long was actually mentioned by Ryu at some point in the game, but it was a translation error.

I guess everyone forgot Sunday was April Fool's Day.

i planned on making a prank post saying that crystal dynamics and square enix were planning to develop gex 4 and linking to a rickroll video but halfway through the day i ended up forgetting about doing it
