Cheers ran from 1982-1993. So that means that this would be anything before 1982.

Toon in to the years when there was no bow wrapped around a Sun by Tom and Joe.

I have no idea what that one means. Toon in I assume means it's from a cartoon. Tom and Joe I'm guessing may be either characters from the show, or people who helped work on that said cartoon.

EDIT: Wait... could this be a relation to Tom and Jerry in the Hanna-Barbara years? Still have no idea about "bow wrapped around a Sun".

I'm wondering if it could be loosely related to the Hanna-Barbera swirling star logo. It's kind of a bow (the swirl) wrapped around a sun (star). This logo first appeared in 1979. Of course, that would be Bill and Joe, Hanna and Barbera, respectively. However, as blueluigi mentions, they did do Tom and Jerry. Could be a misdirection or something. Tom from the show, and Joe from the creative team. Or, I could be sidetracking everything. I hope not.
