I will give you that edd. Scar has style and plants the seeds of doubt. He also has plausible deniability. After all he didn't kill Mufasa a stampeding herd of wildebeests did. Unfortunate accident indeed. But still we are talking about the baddest Disney villain. Animal kingdom baddy sure right up there with Shere Khan. Versus all the other villains not so much. Even the source inspiration Claudius from Hamlet kills his brother to become king. But does he rot the flesh from living people and turn them into his own undead army?
The Judge from Hunchback is evil. But then again the source inspiration has Quasimodo crawling into Esmeralda's crypt to cuddle with her skeleton because she ended up with that tool captain of the guard (a mixed character from two in the book Captain Phoebus and Husband Gringore), she was then hanged by the judge (who Quasi kills in retribution by tossing him from a tower) and ole hunchy had to wait until she was dead to be with her. He stays until he starves to death. Wow Victor Hugo some happy ending. In fact Hugo also wrote Les Miserables, I don't think that dude could write a happy ending if his life depended on it.
