Mr Magic
Lots-O-Huggin' Bear

He might seem like a friendly, colorful, lovable teddy bear, but really, he's a mean, devious back-stabbing one that tried to cause harm to Woody and his toy friends. He's also a liar. He's like a Care Bear reject!

Superman
I think Scar is definitely the baddest.

Any guy who commits murder definitely ranks at the top of the list of Disney's baddest.

NLogan
Snow White - The Queen/Witch wants her step-daughter's heart in a box over vanity.

Then attempts to poison her. She is also known to starve her prisoners to death in chains.

Fantasia Night on Bald Mountain - Chernabog or the demon/devil of night who raises the spirits of the dead, summons demons, harpies, etc. Embodiment of pure evil called the devil by Walt Disney.

Adventures of Ichabod and Mr. Toad The Legend of Sleepy Hollow The Headless Horseman wants to decapitate all who venture near.

The Watcher in the Woods

Supernatural/demonic/alien presence in the woods

Black Cauldron The Horned King

Creating an army of invincible undead warriors the cauldron born.

I would say any of the above rank well over any average murderers in terms of evil and power.

What do you think is the most notorious, most evil Disney villain?

I would say Scar.

Any villain that will kill someone before your very eyes is truly evil in my book.

Here's all the proof you need that it's the "bad guy" that turns a good movie into a great movie!!!

Scar is a bad boy that is truly evil, and that makes him very special since he holds all the worse traits a villain can have - cold bloodedness mixed with a hypnotic voice. Scar doesn't just kill ya, he tells you to your face what he's going to do to you - the only time he tells the truth.

The Watcher in the Woods...

I never knew that was a movie; it was a saying when I was a kid "watch out for the Watcher in the Woods!"

Is it as creepy as it sounds?

@edd:

He's also very smart and cunning. Two more villainous traits.

Yes it is very creepy. Betty Davis gives me nightmares. Any doubts on that score just watch her in What Ever Happened to Baby Jane. I promise you will never hear the Kim Carnes song Betty Davis Eyes in the same light again when thinking of the lyrics: She'll take you home, it whets her appetite. Or she'll take a tumble on you. Roll you like you were dice until you come out blue. She starves her wheelchair bound sister, serves her own pet parakeet as food, imitates her voice on the phone telling the people she called for help not to come and locks her sister away before beating the servant to death with a hammer.

I watched Watcher in the Woods as a very young and impressionable child at daycare/summer camp where it was shown because it was a disney film. I don't think anyone was prepared for the straight out creep factor of the old woman watching and knowing how the girl disappeared. She did not die as was believed. Her fate was worse.

As villainous as Scar is (and he seems very dark with a great voice performance by Jeremy Irons) to me he is just doing natural lion behavior. All male lions when they come of age attempt to take over a pride of their own and kill or drive off the competition (including their offspring). What makes Scar great is that he is not the strongest so he has to wait and bide his time to take over with cunning. He is past his prime however his intellect and Machiavellian scheming still make him a threat. However to me he is not evil per say, jealous yes, spiteful yes, mean yes, evil no not really. Natural animal behavior (aside from cross species teaming up for a power play). Thinking about Mufasa killing the previous protector of the pride and possibly devouring the cubs of his predecessor gives a whole new meaning to the circle of life.

Now comparing say the Headless Horseman well his laugh says it all, evil to the core who would not hesitate an instant before severing your head. Or the Evil Queen (who has evil in her name) delights in misery and is crazy enough to take pleasure in teasing a long dead prisoner who died of thirst with water at arms reach. "Thirsty? Have a drink!" She cackles as she kicks the pitcher long since empty at the withered skeleton of the long dead caged prisoner.

Malevolent ghosts and evil witches aside they pale in comparison to the Horned King a lich necromancer whose goal is to kill everything living with an army of the undead.

But even he pales to Chernabog who is evil personified. He is a dark god who rules the night and commands legions of the dead, demons of the underworld, and terrifying creatures during the dead of night. He is only banished by the light of day.

Love the reactions you guys display in your choices.

When it comes to Disney villains I'm a lot like my father NLogan, I'm a fan of the "less is more" school of evildoers, lol.

My dad loved bad guys with style. The kind of villain that can "talk you to death". Personally, I admire bad guys that make it all seem effortless. Scar is like that, he makes evil seem spontaneous when in fact he carefully thought out every move. Scar knows the power of words and can plant the seeds of doubt in a victim's mind, then kick back and watch his deed grow results!

Some villains are too obvious - they will push you off the highest balcony.

I like the guys that use the strategically place banana peel near an open window:

"Oh my - what an unfortunate accident!"
