They only functioned well when they were acting as cheaters to make the heels/bad guys look that much more evil (Bobby Heenan was king!). but when a face/good guy had a manager (Jimmy Hart with Hulk Hogan) it was pointless because their whole job became acting as a hype machine for a character that was already loved.
